Following his election Stephen was nominated by the Council to the Dublin Regional Authority, Dún Laoghaire Rathdown Sports Partnership, Southside Partnership, and to the Dún Laoghaire Vocational Educational Committee where he is Vice Chair.
Stephen also sits on the board of the Dún Laoghaire College of further Education and the Governing Body of the Institute of Art, Design, and Technology, Dún Laoghaire, where he was a former student.

Some of Stephen's Goals as a Councillor up to 2014:
- Work to introduce a ‘Spot and Report’ facility on its website and a dedicated phone hotline, which allows local residents to report repairs relevant to the local authority, for example: potholes, graffiti, dangerous pavements etc.
- Advocate that all local authorities publish a user-friendly annual breakdown of how their income was spent.
- Open more decision making to the public, for example, through the use of county wide referendums.
- Champion a binding Citizen Service Charter, which ensures Councils respond efficiently to queries with courtesy.
- Promote the involvement if local community groups and residents associations, and facilitate the formal recognition of residents associations under the Local Government Act 2001.
